Web app designer and developer wanted: PHP, AJAX, MYSQL

First, this post is only for experienced user interface designers and experienced PHP/AJAX/MYSQl [login to view URL] currently develop applications on Codeigniter PHP framework,but we are open to your suggestions on the frameworks(Zend, Cake, Django,) you use including python and ruby on rails Respond after reading this project detail and studying the accompanying attachments. We are looking to work with at least 2 individuals on this project. One will handle the Web user interface design and the other will undertake the backend structure development Project background. The project is a public resources management(submission, monitoring and evaluation tool) that will be help the public in kenya to check the usage of public funds disbursed to the various consituencies in kenya. Attached please see the concept paper and some initial requirements on the project Final result We expect to get the following 1. A web application that will be published online(website) that will make it easy for the general public and interested parties to check out and compare the usage of Constituency development funds in the country. The tool will then be expanded to other countries that have a similar setup [login to view URL] API tool that will be downloaded by CDF officers in various [login to view URL] will enter all their data on this tool and then the data will be synced/syncronized to the website. it will await approval from webmaster before being published to the government website.
