Greetings Sir, In order to recommend any solution I really need at least a basic understanding of your operations, the current network as well as the number of users you wish to monitor. In addition you need to consider carefully what is the reason that you want to monitor the users?, since actual real-time monitoring is, by definition, very time consuming. I was previously General Manager of an IT Consultant operations, providing IT support services to multiple (approx. 25) SMB's and Multinational branch offices, so I received this type of request on many occasions from the client management. In many cases we opted to implement Firewall/Router appliance from FortiNet, these provide multiple inbound/outbound security features & monitoring in a single gateway appliance for your network.
