Design HTML for Mobile Site (PWA)

I am searching for someone who can do a little work for me. The work details are as follows: * Create a static HTML like [login to view URL] mobile version (Flipkart Lite). * I do not have any design ready and you will have to do that from scratch. * You can create your own CSS or use Bootstrap. * Put Offline First facility so that the pages must be cached in the browser and served locally if net disconnects. * Must be functional on all mobile browsers. I will check in Chrome, Firefox to Opera Mini, Uc and whatever browsers are available on Stores. * Flipkart Lite also detects Online/Offline mode and changes the colour of the site according to the connection status. I need that also. * Images must be loaded via lazy-loading technology or something similar. and must work on all browsers. * Side menu should work on swipe-left/right actions. * Alert to install Web-App on mobile. * Must change the colour of browser where available. * Capable of sending Push Notifications. Note: I am not looking for full e-commerce/marketplace development. Basically, this is the first step of a PWA. I just want the static HTML, JavaScript, CSS coded that can be used for the dynamic purpose later, preferably used with PHP. If this barrier is overcome, then I know that the rest can be developed easily by the same developer. So I want to see this portion only right now.
