Hi, I know linux server configuration and migration. Magento sites runs best without panel but we can use free panel like cent os web panel or virtualmin also on new server. I will configure new VPS server with panel and move site, settings, files, mailing config for sending purpose and database to this new server and make site live from this server. A magento 2 site running on an old VPS must be migrated to a new VPS. The current VPS is running Ubuntu 14.04 x64 with webmin as the control panel. The new VPS can run any free management control panel you choose. The new VPS will have whichever OS you prefer but it's best if the same OS is used. The site, settings, files, mailing config (sending only) and database should be migrated over. For emails another hosting is being used so no need to worry about that. The site should be fully functional on its original domain (once DNS is updated) and also on its dedicated IP address during testing stage. Please clearly confirm that you know linux/VPS well enough to do this without hiccups
