Draft a Letter to the City of Houston

I need to write a letter to the City of Houston detailing that the addition of a park on our street with a $1 Million USD investment is great. However, the City of Houston has not expanded the width of 22nd Street in the same manner as they did on 23rd Street (which also borders the new park). 22nd Street now has cars speeding through it while mothers and families are walking on the street since there are no sidewalks. 22nd Street needs to be expanded/widened to allow for additional street parking and mandatory new sidewalks betweeen Beall Street and Durham Drive.
The letter should be addressed to the City of Houston City Council, Houston Mayor and others could be added.
I have photos of the park and street that I can send once a bid is accepted.
