Joomla PageBuilder Pro PageInsights 90+ score on mobile

i am a senior developer my self, and i manage to optimize my website on desktop on 90+ and on desktop average score 51- 82 home page and subpages i have done everything by the book, gzip compression, optimize htaccess, enable browser cache, combine css and js files, run from cloudflare pro account with cache enable and rocket loader etc, i use jch_optimize pro edition. i have top my knowledge to get the higher optimization 90+ on mobile i want, So i m searching for some one better than me developer to be excact and recode some things to get that higer score we want! i don;t want to use ready plugins or playarround with my template, because right now im on dispute with a freelancer because he manage to get some higher score without doing nothing and broke all my css template, and i had to make it again from scratch. I want seriour developers with knowledge on top of main. Project will be developed on a test directory to prevent broke things again. Serious proposals ONLY please.
