scratch card in wordpress

i have a scratch card i want to set up in my wordpress site. Id like this to be made into a plugin so i can use it over and over for different sales. here is what i need it to be able to do.
Admin
1. set up sale
2. enter unlimited number of codes with corresponding images for the scratch card
3. track how many cards are given out
user side
1. page to enter name and email
2. store name, email address, ip address and code they are given
3. show scratch card for them to scratch off
4. if user already has gotten a card on the sale must tell them and show them the card they got
