Build a Website/Portal

Hi I am seeking a website developer professional who would like to take on a project. The following is what I want to do with my website: Freelancing component - Freelancers/Consultants register in to this portal. There needs to be functionality where they can upload pdf files for proof as well as certain questions. (This does not give them automatic access). - The registration comes to me and I validate and check them off against the basic criteria to get access to the portal. I want this to be an online checking mechanism for me. - Once they're registered, they will have access to the online portal where I will post jobs for them to bid on. Business Component - I want businesses to have access to the portal in order to submit jobs to me for negotiating a price. - Once the Negotiations between the businesses and I have completed, I want the functionality to post this job to the freelancers/consultant database for them to bid on and not revealing the price that was negotiated. - I want functionality where I can add notes as to the reason why I selected the particular freelancer/consultant. - I would like functionality where the business can provide feedback which attaches to the consultants profile and a scoring scale of 1-5 stars. - I don't want the businesses to have access to the freelancing job ad component. - I would like two forms of payment options, one being paypal and the other option email invoice. That is all I have for now, overtime this will develop itself as you the website expert develop this and I will make recommendations to changes required. What I will need from you is examples of your work and a proposal that articulates the best plan of attack.
