Website design without using CMS

Intro We are looking for a designer/developer to build a website/portal that would provide vendors the ability to publish their offers/deals online. The core functionality to post vendor adverts, advert page views so on will be similar in nature to [login to view URL], quikr, etc. Hence you can see them as reference sites. This Project Though we have work planned for the entire design of the portal, this project will only be for developing 2 pages as a start. Reason for this staged approach being, we would like to get a reasonable assessment of the quality of work done & hence be confident that you are the right person for the job before committing on the entire site design. Pencil mockups of the 2 pages to be developed are attached (plus 2 additional screenshots with comments to give you better picture). -The Vendor offer listing mockup page is for one of the categories -Travel, similar would apply to other categories as well. NOTE: We do NOT want to use CMS -drupal, joomla, wordpress etc for designing this template. The server side will be Java based & hence the client side should NOT use any CMS. (Obviously you can DreamViewer/other tools to create this, not a problem) Entire server side will be coded by us. So All we are looking for is the client UI presentation layer(mostly static html) - Every page will be made up with a combintion of static content (html, .js ) & dynamic content. Dynamic content will loaded via REST APIs - The listings needs pagination. The pagination will be server side. Would be good to use a standard/free plugins for switching the view between list view and grid view - The design should use standard/free jquery plugins for element handling and event handling. - The layout should be designed in such a way that we can add banner ads on the sides and/or on the bottom/top bar later on. Expectations GREAT DESIGN is essential for us in this project. Overall look & feel being better than the reference sites is a bare minimum requirement. The layout must be responsive & should work very well on mobile platforms. Testing on mobile devices WILL be part of the acceptance criteria to release milestone payment. To sum up, most of the work is only to build a static site using html, css and js for the 2 pages. WE are NOT looking to build a java based custom CMS (the java code will be done by us) Timeframe We’re looking at roughly a week to get this done. Hence believe it will only suit experts with good experience in designing responsive webpages. Please provide us atleast 2 designs initially to choose from. Also in your cover letter, include details on what methodology / tools etc will be used. This will be an important factor in awarding this project to you.
