Executable Python script to find ranges within 1 (same) column of multiple XML files

This script should look within 1 column where each cell has possible values of 40-230 (can be 10k+ rows) for the most 'stable' range of consecutive rows, meaning they have as little variety in the values as possible.
This script should include a file where I can adjust:
1) the minimal consecutive range of rows within column 'ns1:power' (columns can have a different column letter in each file but column name is always equal). This column name can be missing in the file, in that case just skip to next file
2) the number of outcomes, like a top-10, top-20, etc. where I can select the number of
outcomes preferred.
The script should be able to analyze a folder of input XML files and create a top-list out of that. The output should be: a CSV file with the ranking (1,2,3, etc) the names of the XML files and the range of rows for each outcome.
