Virtual Assistant/Data Admin Job - File Conversion & Management

I have a job for honest, reliable, hard-working individual who has a good understanding of English, can follow a set of instructions and a naming and sorting convention as previously laid out, yet knows when to ask questions. The winning freelancer will require access to a fast, reliable internet connection (as there is going to be several gigabytes of data involved) and be able to create and manipulate Microsoft Office and PDF documents.
Documents are currently stored as files, or contained within emails as attachments
ALL non-PDF documents will need to get converted into a PDF documents via a tool of your choice.
There are several large PDF files containing scans of documents, these need to get split so there is one document per file, and the pages rotated so they are in their "natural" orientation.
ALL PDF documents need to be named appropriately (there are some existing PDF's that do not have the correct name)
For example
YYYY-MM-DD - DETAILS/NAME
YYYY-MM-DD - COMPANY - ORDER/INVOICE/RECEIPT
The YYYY-MM-DD field is dictated by the date on the document/email so reading the documents is required.
Listing of the completed filenames is needed in a spreadsheet or other base format so that I can go through them.
Unreadable documents need to get reported so they can get rescanned.
Documents with multiples of the same will have to get compared, and the better quality copy kept.
Blank pages need to get removed, except for where they a requirement of the document (marked with something such as "This page is intentionally left blank")
A file structure with example files will get provided for the project, changes to this are expected and can be made within reason (for example adding a folder for a new company) other suggestions as to how to improve the file structure can get discussed (suggestions for improvements are always welcome).
If there any issues no question is stupid, I need it done correctly.
The logic in the file structure will become evident, or should to the successful freelancer (I will be asking questions of those bidding around this as to see if potential candidates can see and understand the logic in the system to make it easier on selecting those who would get awarded the project)
Some of the documents are highly confidential in nature, and the utmost discretion is required.
Some Data entry will be required on to several web interfaces from some pictures that will be provided
This job will most likely have several "rounds" to it, as once the document sorting is complete, the originals will get compared against the scans (hence the need for the list of completed documents). Any that have missed getting scanned will then get scanned, and we will start the process again, the next rounds will involve separate payments. I would, however, prefer to work with a single person on completing the entire project where possible.
Files can get uploaded to any one of the secure hosting services, and I will collaborate with the individual awarded the project to decide on which one would suit us both best.
I have no distinct preference for the person who gets awarded the job, but those who are native English speakers, and citizens or residents of countries with well-developed legal systems and privacy laws will be preferred.
Those who write a personalized bid addressing the points in also preferred over those who send "canned" responses, the last project I awarded was based solely on the fact that the successful applicant in that she proved that she had read the requirements and attached documents in her response.
