Data Entry - Massive job, need a fast turnaround.

I have a job that requires a team of data entry clerks to copy from a digital PDF the information line by line into an excel sheet. All the necessary tabs that need to be filled out would match the excel file. Basically someone would go thru each page in the PDF and copy the data. There is a lot of duplicate information, so the person who does this needs to plan the process to reduce the time & cost. There is a total of 92 PDF files, often there are 3x PDFs for the same job, so the work becomes less. Example 43131108 AD 43131108 AZ 43131108 AC these three invoices are the same, it's just an invoice split in 3 payments. The combined PDFS (With all the duplicates is 1045 pages), assuming everything is copes of 3, then there should be 348 pages that requires individual copy pasting per line. Please quote your size of your team and the timeline, as this is urgent. thanks
