Arduino, C programmer Expert and electrical enginerigng needed

Hi there. We are building an arduino project to test some devices we have. we are using simple arduino shields, load sensors, induction sensors and motor divers to control a machine. We need to build 2 interfaces.. a simple one using an arduino LCD, and then a more sobust one using either python or html/java ( on a raspberry pi) . This raspberry pi interface will not start until we finish the first 3 tasks aout of 5. Task one. ( 50 dollars) Build a simple weigh scale that reads the output to an arduino LCD shield. the shield has some buttons that will be used to scroll and do functions like Tare, display the weight and some other stuff like moving a motor using a simple motor driver. Wither on the arduino sketch or the display of the shield, we need to be able tocontroll the speed, and time we move two motors and we need to use two induction sensors that will stop a motor. Task two ( 200 dollars) will be to move this system from the arduino to a raspberry pi. we will use the PI to display a nice interface ( maybe you can suggest one, either java, python or any other) and on that display we will show the scale info and some other controlls for motors and stuff. Task three ( 250 dollars) will be to post this data to an FTP or email. Task four(250 dollars) will be to retrieve data from the FTP and or web server public directory and display it on the screen Task five (250 dollars) we need to add more sensors and a remote controll for the machine. if we send text files to the machine, the machine will read the tex files and change the parameters of the interface.
