27354 Project Outsourcing portal

We want asp / MS sql based project outsourcing portal like [url removed, login to view] or [url removed, login to view] This will include community forum, project auction mechanism, communication mechanism with project members (like IM / PM etc). On ecommerce front, project will facilitate money collection, payment, maintaining statement of account etc as well. There are few open source project management available, so we will like one of those open source project management to be integrated with it.
