​A Critical Evaluation of the Competitiveness of the Qatar Public Sector Bidding Process ​ The aim of this research is to investigate the impact of the legal framework governing public sector tendering processes in Qatar and specifically evaluate the impact on the competitiveness of the bidding process. Therefore, the research processes will focus on fulfilling the following four objectives: • To investigate the legal framework affecting the current public sector tendering process. • To investigate best practice in legal frameworks in achieving competitiveness in existing public sector tendering. • To critically evaluate the impact of the legal framework governing the Qatar public sector tendering process. • To critically evaluate the competiveness of the Qatar bidding processes. Research Objective Data Collection Methods Research Implications To investigate the legal framework affecting the current public sector tendering process. Archival search and review of legal statute documentations. New government statutes are being produced regularly and up to date documentation must be reviewed regularly. Interviews with legal representatives to gain understanding of pertinent legal processes. Aimed at improving the researcher understanding and prevent research bias. To investigate best practice in legal frameworks in achieving competitiveness in existing public sector tendering. Literature review of global public tendering processes. To provide a contextual framework for gathering “real world” data from participants in interviews and survey methods. Identify best practice through semi-structured interview with high ranking Qatari purchasing, procurement and public sector professional providers. To gain a profound understanding form elite and high ranking government officials. Gain insightful perceptions of main stakeholders of the procurement processes in Qatar. Review of existing case study published materials and literature illustrating best legal frameworks practice. To further identify best practice from a wide source of literature, documentation and case study materials. In order to triangulate perceptions of high ranking government officials and further prevent research bias. To critically evaluate the impact of the legal framework governing the Qatar public sector tendering process. Semi-structured interviews with elite stakeholders in the Qatari Public Tendering Process. Interviews will be carried out in Arabic language, translated to English and analysed using thematic analysis methods. On-line survey method of a wider number of stakeholders in the Qatari Public Tendering Sector. The difficulty maybe getting enough for saturation of results and hence, multi method approach is being used, the aim is to achieve 100 respondents.
