I am an experienced product designer with electronics background and having over 25 years of programming skills. If you are looking for a complete assistance to design this product, then I can help you achieve that. If budget is not a concern and you have a plan for selling this product in quantity, then I can design this product very nicely. I would say, use a better controller than arduino. I have designed many products using industrial sensors and display which are kind of similar in nature. My bid includes the firmware development part also and in fact I will assemble two boards (Yes, I have facilities for doing that) and one will be shipped to you as well for testing in real environment. I will also assist in minor tweaking which will be needed after installing the device in actual environment. Another point to note is, kind of light dimmer won't work good for fans so you will have to have this part separate from main control unit and need to build that part as induction motor speed controller. I have over 8 years of experience with Arduino environment. I can do a simple schematic for solderless assembly or even a custom PCB for everything. A single microcontroller will be able to do everything. Regarding the temperature accuracy, this depends on the whole construction of the incubator and must be tested, but 0.5C should be easy to acheive.
