Build a mobile application

We need a very professional developer who can write a hybrid application or using native platform. The application is not very complex. Kindly read the details and see the description:
Details 1- the user can add a location to the database 2- anyone can search for the location, using location name, or location ID 3- if the location was found, the user can run Google map, and navigator. 4- The user can edit/delete location 5- Other users can only view location 6- locations are stored public (default) or private (for specific friends "from contacts") 7- The App has two interfaces (Arabic and English)
As software development is a step required multiple revision from the developer side. So developer must have to be very flexible. If we like the developer, then there is another project available for her/him. Kindly see the images to imagine how the application can look like...The application can have another look as well.
