Convert a PSD to single-page Wordpress responsive

I would like somebody to create a single page (4-panel) responsive website based on Wordpress. As you can see from the attached jpg, the website is a single page with several panels. The graphic part of the website (psd file) is already done. You can see the design in jpg form attached to this project announcement. We used the structure and functionality of this website as a model (I will call it the REFERENCE WEBSITE): [login to view URL] The website that you will code is significantly more simple than the REFERENCE WEBSITE. Below I will speak to any functionality that you will need to build in: Just like the REFERENCE WEBSITE, the website you build will need to have: -- fixed header and fixed left column that contains the menu -- as the user scrolls down, the appropriate menu item in the left column will be highlighted. -- Parallax Scrolling Effect for background images Home Panel -- (we will need some sort of "hover effect" when the mouse is hovered -- perhaps the hexagon borders can change color) Technology -- (this panel is static) Applications -- (this panel has a slider with four sections -- this will duplicate the functionality of the slider in the "SERVICES" section of the REFERENCE WEBSITE. Contact -- (This panel is static -- there is a form there with two inputs, but it will not go anywhere (action="#")) Also, you will notice in the jpg that we make heavy use of "draftmans lines" above and below a lot of the text in the panels. These lines must be preserved, so you might want to think about using images for that text instead of a web font. In addition, it should be responsive with mobile version etc. I need delivery in two days, so unless you can start right away, please do not bid. Also, I prefer to word directly with the coder, not a business manager.
