Automatic call center (SIP, ASR, TTS)

I need an automatic call center for Taxi requests collecting and a robot who will deliver the call to a Radiotaxi that will send the right taxi. The skills required for this project are the following: - VoIP integration (SIP based) - Automatic Speech recognition (ASR) - Text to speech (TTS) - Database (Mysql) - Windows OS There will be basically two functionalities : 1) Call center: Collect taxi request form user It will answer to a given VoIP number and will collect a taxi request from users with speech recognition and will store all useful data on a database to be used from other software like the one below. It will work in many different languages. 2) Radiotaxi call divert: Call a Radiotaxi in the area and ask to send a taxi on a given address It will call with a VoIP line a Radiotaxi on the area where taxi is requested from user (see software above) and it will give to Radiotaxi phone center all information to reach the user pickup address. It will work in many different languages. The reason to split the software in this way is due to the fact that user will have other ways to collect a taxi (Es. website request) that should be dispatched with only the section 2. The other ways to collect users rides are not part of this project. The matching and data to find the right Radiotaxi on the area is not part of this project.
