Convert a Template to a Website

Hi, I have an html theme and i want to convert it to magento 2 exactly as the html version.

let me know if you are a certified developer only.

I have 2 choice. either to convert an html template to magento 2 or either to edit an existing magento 2 theme and to add and edit some to match the original html template. budget between 20 - 30USD only. as the whole theme can cost me about 89$ and it will be useless if i spend more.
