Building an uber like application with corporate accounts and referral

Dear All, I have attached a file that contains the main features, in addition to that I want to add more services in the program such as 1- Referral, where the drivers and customers could invite each other and get a benefit, for example: - When a driver invite a new customer to use the service he will get 1% for any amount the customer pay for 12 months. - When a customer invite a driver to use the service he will get 1% for any amount the driver revived for 12 months. 2- integration with payment gateway 3- integration with airlines or telecommunication companies where the customers could redeem points or miles and use them as cash. 4- Cash and credit cards payments and Paypal... etc. 5- website for the service 6-Support multiple languages 7- Users manual in English Please provide me with your proposal and what IDE and programming language you prefer to use for all the solutions (Apps and website) and the database engine. you should provide a developer manual and describe the source code and used libraries to be used for future enhancement. The final payment would be based on the UAT, and if you show a good work we could agree on a long term contract to manage the application, hosting, enhancement.... etc.. please describe you work methodology and what makes you better than others and what خفثق Features and services you can provide ... you know there are many clones in the market but non of them could be used to start a stable and sustainable services
