Build a webstie

Say someone is looking for Viagra, the sites that I am affiliated with each have this drug, but they all have different prices. I would like the site to operate like a "MySimon.com" . I would like the customer to have the choice to choose which site they would like to receive their pills from. Once they choose they are able to purchase. From checking with some of the companies so far, they usually identify who's site the order came from by assigning an ID number to the affiliate so they can be identified. With this site I wanted the site to have the capability of pulling up the drug from the top 10 sites that has the best price. So far I was looking to have about 20 companies on my site. As far as the Database, I really didn't plan on having a database because of the cost. If this isn't doable, what suggestions do you have?
