Build wordpress website and SEO with payment due only upon results

This project consists of two steps: 1) I need a website built using wordpress for a traffic ticket attorney; 2) I need SEO services for the website once it is built. 1) The first project should be modeled after [login to view URL], [login to view URL] or [login to view URL] or [login to view URL] The website will be designed for an attorney that handles traffic tickets and personal injury accidents. 2) The second requirement for the website will be for SEO services for the website created in the first step. I will require SEO services which includes creating the website and optimizing it for SEO and both on-site and offsite SEO techniques. Only white hat SEO techniques should be used. I will need interior pages for a) the Las Vegas, NV Market, b) the Reno, NV market, the Phoenix, Tucson, Kingman, and Bullhead City and Wikieup AZ Markets. Your bid should include your proposal for SEO services that require payment only upon achieving a specific page rank on Google. If your proposal does not include payment based on results, it will be disregarded. Please include a timeline for 1) design and building of website and 2) SEO estimated timelines.
