Browser Plugin - Hover / Mouse over with MySQL connection

We require a plugin developed which will work on Internet Explorer, Chrome and Firefox. We have developed an on-line glossary using in PHP and MySQL. The glossary is stored in a MySQL database and has English terms/words and translated terms/words in another language e.g. "motorbike" (English) and "motorfiets" (another language). The plugin must allow the browser to display any webpage and identify English terms/words on the page that are stored in the on-line database. It must create a “tool tip” to pop up on mouse over which will display the equivalent on the term in the translate language from the database.e.g. While browsing any webpage, if the word "motorbike" appears on a webpage then on mouse over the word "motorfiets" will popup as a tool tip. This must apply to any webpage and all English words / terms on the displayed page which is contained in the database.
