Create Joomla Template from PSD and Illustrator Designs

I am in need of a Joomla template created from existing Adobe Illustrator and Photoshop designs. Here is the URL of the design completed.

The design you see has a menu at the top and bottom. I need those three menus created as Joomla positions and dynamic through the Joomla menu option where an added menu item will create a new link. The top two menus shall each have four configurable menu options, for a total of eight. Four options on top, four on bottom. Three are currently provided with the design.
The bottom menu shall have option for each page listed, plus two additional pages if needed in future.
The middle section must support the images shown, in a Joomla extension or plug-in. I would like the plugin to be supported on an iPad, so no flash code allowed.
The template must be created with CSS, and be SEO friendly.
The template must be for the front page and also a secondary internal page, as indicated with the About Us link. All graphics must be maintained as shown in the posted conceptual design.
