add something special to an existing web design layout

I am looking for someone who can add that something special to an existing design. This site will help a younger generation who areseriously thinking about joining the air force and it will teach them al about what it takes to become a fighter pilot. I need the site to look less boring and attract people when they see it, the first few seconds count and I want the viewer to be engaged. How can you help with this? I have attached the PSD file from teh designer and I have also attached a screen grab of the site with a lavalamp menu, and made the content section 900px instead of 650px I think it was.
