Convert Website to a Wordpress Site

Hello,
I need my travel site converted to Wordpress (WP). My site was built using the World Choice Travel (WCT) platform. This project is for a turnkey fully functional wordpress travel website (everything). Freelancer MUST be well versed in WP.
The details are as follows:
1.) *To save cost and time, at this point I am ONLY considering bids from developers who have prior demonstrated experience with Travel Websites/Travel integration and Wordpress.
2.) You must have a recent/prior reference travel website for us to review.
3.) All functionalities and useful features in the travel site will be the same or similar.
4.) I want to establish a long relationship with a you for website maintenance and other ongoing projects (i.e. seasonal offerings).
5.) Website must be SEO friendly to include an auto meta tags generation.
6.) Website will contain some flash.
7.) I want complete work plan and deadlines to complete the site with all function abilities. We will own all copyrights to all work upon payment. Any contents, coding and features are not to be reused in any way for any reason (including resell, reuse, re-write or give away).
8.) Milestone payment will be based on experience and performance. Results before payment(s). I am tight on budget.
9.) Make sure you have read and understand Travelocity’s (world choice travel) programming requirements. www.wctravel.com.
10.) If your quote is reasonable, I'll send you a booklet with more details about WCT.
11,) Cross browser supported.
12.) Include number of rewrites, and your support time after project completion.
13.) Must have booking engine experience. No exceptions.
14.) Additional tabs/links may need to be created to include plugins.
15.) Will need a new layout and color scheme. Details in the PM.
16.) Site will need to display additional advertisements.
17.) Secure site to protect from potential hackers.
18.) Google Analytics.
19.) RSS Feed setup.
20.) An Auto Google XML sitemap.
21.) I want additional backgrounds installed.
22.) Code should withstand upgrades from WP and associated plugins/software.
PM for website and additional details. The codes for the booking engine will come from the backend of WCT. You will have access to obtain the codes. I must be able to change the code(s) accordingly as codes change frequently.
I-Frames are not recommended for WCT site.
Designer must have good communication skills and be able to respond to emails in a quick manner.
Only bids with reasonable rates will be considered. The maximum for this project is $250. No need to bid other wise. We may not wait until the bidding period ends to start making selections.
