create an install header an footer art for website

Looking for web designer to create header art for my website and place it into background of header so it does not interfere with websites menu, top navigation, and user bar that are currently in the header. Also would like the footer to carry the same design motif so top and bottom of page are coordinated. The footer has links to other pages on the website, so putting the artwork into the background must not break those links.
