Dear, Regarding my qualifications, I hold a Master's degree in Electrical Power Systems and a Bachelor's degree in Engineering (Electrical) and I've been using Matlab/Excel/VBA for 5+ years. I am also a betfair/betangel user for 3years. Regarding The project: If you wish that this bot interacts with betangel then the best course of action is to automate the trading process (bot) through excel/VBA. Guardian in betangel is opened, excel file with bot as well, you download markets to guardian and connect them with excel. I have a lot of experience in this area and I am an expert in VBA.
