Create custom world wide map using openstreetmap (and other) data

We require someone to create a world-wide custom chart using openstreetmap data.
The map needs to have coastlines, waterways, roads , railways, towns, cities, golf courses, powerless (if available), political boundaries.
The chart needs to have contours and custom hypsometric tints. Contour interval is 200,500,1000,1500,2000,2500 metres.
Creation and styling of the map should be using style sheets and the creation of the chart needs to be scriptable on a Linux system (bash, perl, python etc)
This is the first phase of a multi-phase project. The bidder needs to keep in mind we will in future need to draw custom polygons and other markers on these charts, coming from a PostGIS database. The solution for this project must be compatible with that outcome.
The map needs to have multiple levels of detail (to around 15 zoom level) and be exportable into .mbtiles format
