Complete SEO work for 1 site

I need complete SEO work (both on-page and off-page) for my site. The URL is [login to view URL] This is a site from which I sell content writing services to clients all over the world. Basically I'm quite comfortable with all types of SEO work. But I just don't have time to do it myself. That's why I'm looking to hire someone. It must be optimized for Google, Yahoo and Live. I'm attaching here my requirements and keywords list. Please find the attachments. I just want to mention that I recently used a SEO service from a very top class company of India (I'm not considering them "top class", they demand it), but I'm just totally disappointed. They were very irregular in sending reports, also my ALEXA rank falls after hiring them. I spent almost $500 in advance, but I get a BIG ZERO as result. I'm just planning to file a legal case against that company as I have all types of proofs. So this time I'm too much serious. Please don't try to play with me. So I strictly entertain bids who have excellent ratings. And this time I'm not going to pay first. First I'll see the result and then I'll pay right away.
