I've made my own solar charger before using 3D printing and a 3.7 V LiPo battery, it also used a DC-DC converter to step up from 3.7 V to 5 V.

I ever designed a portable mechanical charger. It converted human energy into electric to re-charge mobile phone. It employed several constraint such as mechanical constrain and elecrical constraint. In mechanical constraint, obviously its about cost and dimension. Meanwhile in electrical constraint it is related with the output voltage to ensure the current would flow from charger to the charged battery, and the current itself. The current is limited so there will be no leakage in the charged battery. the current and the voltage can be defined to determine the output power. There was also capacitor to reduce the fluctuation of the yielded voltage and current. I am teamed up with mechatronic student which is good in electrical design.

The best approach is to use flyback converter with good isolation. The information of input voltage,efficiency requirement, output voltage ripple and other protection requirement need to be clarified in order to achieve your expectation.
