Animation: Cartoon

I'm looking to create a cartoon of no more than 5 minutes per episode. I need simple artwork nothing too detailed, I'm looking to get characters drawn similar to the "Simpsons" television show. What I mean by that is the lines of the characters...the simplicity of them. There may be a better word for what I want to say, but thats where I'm hoping my designer can help educate me so we can communicate better. I will provide pictures or video of people that I want likenesses created of. This will be an ongoing project and if I like the first skit...I will immediately contract four more. The goal is to create one episode per week. Fifty - two skits per year. Honesty and COMMUNICATION is key to me! PRICING is key to me as I will be hiring continuously for the year. Deadlines are extremely important to me. I want to discuss my project and receive good input on exactly what I'm facing and what we can do together. If your just going to listen and not give me good input please do no respond. I need to discuss my project in detail and do not want to feel pressured to award the project to any Freelancer just because we discussed the project. Lastly, I observe Freelancer.com's payment rules. I need to make it clear that I do not give partial payments, retainers or any such, but will release milestones immediately upon completion of each episode.
