auto and predictive dialer

i want to have the code written and placedf on a computer i need both the visual part, and the functional part ? of this for a web interface that will control an autodialer and a predictive dialer for? a thousand outgoing voip lines from an asterick box that can be scaled upward to 5,000 lines if necesary. i want the ability to partition these lines to as many users for dialing as possible with separate messages and data bases and reports. i want to start with a computer that has the capacity for at least 500 out going concurrent calls! i want this box to be able to hook ? up to a major voip carrier right over the internet. i need both the funtion and the visual part of this application.
