Hi, I am running a project with the similar specs. My program will bulk email from a mysql dbase, import from a text file to create you intial dbase. Keep track of all messages sent. Additionally this program will be threaded so it can send more that one email at a time. This is not a PHP program though but is cross platform and can run on Linux, Windows or MAC. I can customize this app to suit your needs.
