Dating site needed -

I need a dating site built resembling a couple of popular sites on the Internet. It is ok to use third party software, I'll need to know which software to purchase. The code must be customizable and not encrypted. The site must be search engine friendly. PHP preferred but I'm open to other languages. Coder must have experience building these sites. The site will be for people in united states and people in another country(more disclosed when bid is accepted) to connect with each other. The site must be able to toggle between the two different languages converting each text each time the toggle is made. chat,email,video capabilities. free membership and paid memberships.
