Custom Horizontal Scrollbar Help

I am a graphic designer who also does a bit of basic programming on the side. I'm self taught and don't have many programming friends, so most of the time I feel like my life revolves around google searches for nerdy coding things... Here's my present situation: I need to hire someone to help me with a small coding problem I'm having with a site I'm working on. I'm struggling to figure out a custom horizontal scrollbar and its about to drive me out of my MIND. I've spent about a week working on this problem and now I'm just ready to hire someone who is more of an expert than me.
