Create New Mixtape Website System

Hello, Looking to hire a TALENTED team to completely rebuild and revamp our current mixtape website (The URL will be provided only to qualified and experienced professionals upon a successful interview). Below is a brief summary of what are looking for. We want a complete mixtape upload / download / streaming system where users can upload their mixtapes and promote them to their fan base. The system should allow for mixtape upgrades where users can pay upgrade fees to get their mixtape listed upgraded to certain things that I will define. There should be two main user types 1) users 2) publishers. Publishers (who must be approved after filling out their application form) can add mixtape tracks and create mixtapes. Users don't have publishing rights and can download and stream mixtapes in the system. Users will have two types of sub accounts, Free and Premium. Free accounts are limited to what they can download and do (which will be specified late) while premium users are not limited. We can incorporate a membership system for this using a 3rd party membership script to handle that aspect. The site should have a rating and comment system and a way for fans to promote the mixtapes via their favorite social networks. The site should also have a way where people can log in with their social network accounts. We can discuss the specific features in the interview process. I would like to use the worldpress system (or another CMS that you recommend) as the foundation for this project. I do not want to re invent the wheel here. This project involves coding and graphic design. We are looking for a system that is easy to use, yet powerful.
