Convert theme for Drupal + import data

I am looking for somebody who is very skilled in drupal but also has a lot knowledge on how to manage large databases. The job consists of 2 parts: 1)Convert an existing html theme so that it can be used with drupal. This theme has around 15 pages. But footer header and many elements are the same, so if you adjust 1-2 pages, the rest will be done very quickly. 2)Once the site can run on drupal, it is your task to importa large dataset on the site so that it can display in the website. This dataset comes from [login to view URL], you can use their api to do this. I do not have a large budget, so I am looking for somebody dedicated who can do this for a small price. If I am happy with your work, you will have the opportunity to do other jobs for me on this website.
