CSS Templates and Graphic Designer

We are currently looking for a CSS talented designer wanted for XXX templates with simple yet elegent XHTML table less layout, the designer should be at least conversant with PHP ( no coding required ) and should be capable of writing qualified CSS. The selected designer will be provided with full documentation on design constraints and would be required to deliver the templates with the PHP embedded code segments copied and placed in required positions as explained in the document. But, nevertheless some working knowledge of PHP to understand the documentation is expected. We will deliver sample CSS and XHTML code. Once familiar with specification this should be an easy application for the right Designer. Please bid on the first 40 CSS templates, looking to spend $5 per template. Once we have the job going with the right designer we would want about 500 of these made with various layouts, Designs, colors etc.... Here are few samples attached:
