Build a Website

Hello, Two different freelancers (on Elance & Google Helpouts) scammed me and took my money and never delivered on what they were supposed to do. So my terms to avoid this again: Terms: 1. I will only pay once the entire project is done the way I want it. 2. I will only pay once I’ve secured the entire project on my domain. 3. I’m a perfectionist: I will ask you to adjust the smallest details if they don’t look right to me. 4. If you don’t agree to these terms, or feel incapable of producing the features/design in the attached files, then please don’t waste my/your time. I’ve all the content ready and organized for a computer/technology website. I even used Photoshop to design each page the way I want it to look. My website does not require super fancy features. Due to the way I charge my clients, I will not require a web-commerce cart of any sort. I will just use an invoicing feature (either a plugin, or a separate service like stripe). I will also use Zopim for chatting feature on my website. I have already purchased the Avada theme to use for my website. This theme has a built-in customization panel, which I would want you to use so that I could easily change things in the future and not having to go through html or css codes. So basically it’s a matter of going through the customization panel page by page and clicking buttons to duplicate my attached files. You’ll need to modify the CSS or JavaScript for some affects that the theme might not provide easily. The attached files will give you a better idea of what I want (might ask for other changes):
