Build a Streaming Website

I am looking for someone with experience in video streaming and web design to help create a Full length video streaming website. We are looking for a web designer who has a lot of experience in multimedia streaming content. We need someone who knows how to set up and configure a server to send information to viewers, both as a live feed and on demand content. The site will include facebook integration and 'plus' accounts. Video's that will be streamed are full length movies, commercials, short clips, ect.... Some of the streaming will be Pay Per View so a PPV portal is very important and to include a chat room for comments while streaming. Must be able to accept payments(paypal, and major credit cards). I want a nice site that loads quickly, is search engine friendly with a clean code. I will also need a back end admin to manage this site, so changing text on my site as well as uploading media should be as easy as possible for me to do. Need to have Facebook, twitter social media [login to view URL] also need a feedback/review page. Am flexible with color/scheme as long as it looks professional.
