Billing Module Integration into existing website

Requirement -Using PHP & MySQL
1 A demo version of Billing solution to handle billing needs of a telecoms customer.
2 Billing charges code & category should be able to view and setup on a screen with Admin privilege.
3 charges should be able to appear in the billing table for each subscriber.
4 Single Bill (configurable) to be able to generate for more than one subscriber, if they belong to same billing responsible person.
5 Charge posting should be based on different event duration - per day, per week, per month, per quarter, per 6 months, per year. And one time only events.
6 There should be ability to post one time "other" charges without any duration restriction…but should need a mandatory explanation.
7 Billing rerun/regeneration should be feasible where admin can rerun the billing simulating any particular day of the calendar, where all system defined charges are regenerated. Should be able to give an estimate on a given future day.
8 Billing generation on demand for a single subscriber.
9 Billing run date for whole subscriber base should be configurable, for any calendar day of month and duration should be able to pick date ranges for billing run.
10 Ability to view bills , current and past years.
11 Ability to view summarized view of all outstanding bills, paid bills, overpaid/+bal accounts at any moment including up to any day of past 366 days... and able to drill down to the detailed view of configurable number of rows on one page.
12 The details , if selected should have the subscriber number, name, billing responsible person name, contact #, address, amount due, bill date, …
13 ability to carry forward unpaid bills on any subscriber/billing responsible person,from month to month.
14 Ability to accept partial payment towards outstanding bill, if payment amount>due amount, then stay on the billing account as +extra balance.
15 Ability to configure various adjustment codes, reasons, and amounts which can be used for write-off/adjustment.
16 Ability to write-off certain outstanding bill based on various possible write-off reasons.
17 Ability to apply discount codes (one time & recurring)…only configured ones…% or $, before generating the bill
18 ability to put hold on account/subs for a certain number of days, with mandatory comment or HOLD code.
19 ability to mark certain subscribers from outstanding bills, into collection queue and mark those subscriber as inactive with reason details on subscriber table.
20 ability to attach to bill additional components like Tax, mandatory charge codes-gov mandated regulatory charges etc…each configurable fixed % / $ )for upto 5 zip codes. This should be attached to charge codes were one/more of these apply to a charge code.
21 language preference at account level (using google translate), should result in bill print generated in that language.
22 ability to print bill for a single subscriber, selected subscribers, partial payment, all outstanding accounts…any other category that can be built.
23 bill in PDF/word/other formats…ability to take bill template, as per account preference
24 ability to query/track billing charge code for each components billed, in the billing table…for GL acct/charge categorization.
25 able to present this on a summary page, for a selectable date range.
26 ability to accept payment on payment page using Cash, paypal, other payment card/bank integration, if initiated by customer/admin. Holding mechanism for manual postings like Check/Cashier check until clear.
27 ability to trigger above payment process, from system, if configured. The card/bank data stored should be secure and encrypted.
28 mass data entry interface - from excel/other file type
29 email with attachment - mass, group, private
30 SMS - mass, group, to individual
