Alter My Exsisting Freelance Website

I am looking for a qualified programmer to alter my exsisting freelance site. Changes to be made are:
1. Change the layout of the main page to include a box for categories instead of the currant drop down menu.
2. Add a Login Box to the main page instead of the currant drop down menu.
3. Add a new graphic on the main page. I will supply an example of what I want, you will need to change the image to suit my site and site's colors. Graphic will also need my slogan added underneath.
4. Allow for the easy removal of my site's currant feed. (I eventually want this feed removed.)
5. Add a box with a scrolling upward ticker showing the latest projects posted and how many bids those projects have.
6. Add a file uploading feature to the bidding page. Right now the only file upload feature is for the buyer to post examples of what they want.
7. Change the bid page to allow for the sending of PM's to the buyer without having to enter thier screen name.
8. Remove the currant forum about posted projects and replace it with a true forum for freelancers to communicate to each other on. Leave the send messages reguarding posts in place! These are two differant places.
9. All changes should be Search Engine friendly to insure that my currant PR does not drop, but will continue to increase.
10. Add a Welcome Box to my main page. I will provide the content for this box.
I believe this site is written in php. Access to the c/panel will be given along with access to the admin pages if needed.
