Create VB .NET Audio Class -- Merge Wave Files

We require a developer to create a VB .NET audio class. The class will enable us to create a new wave file by overlaying various sounds at key points. The class will maintain an internal "memory" of the files. We will be able to .Add a particular wave file, passing both the path and the time in seconds at which this file should be played. For example, we may make three calls to the class. "[login to view URL]" with a time of 0, "[login to view URL]" with a time of 2, "[login to view URL]" with a time of 10. The class should then be able to .Create(Path) the final wave file. In the above example, this will create a wave where [login to view URL] starts playing immediately... two seconds later, [login to view URL] plays on top of background.wav... ten seconds into the wave and [login to view URL] starts playing.
