adding some code vbulletin 4.2.1

Hi, I'm looking for someone to implement some code our existing vBulletin 4.2.1 forum. What we are trying to do is this. For attachment ( when clicking insert image ) * user selects image( in this case the admin ), and than select that image and create a link for it. * The link leads to a file a .rar --* with that said, we are avoiding the actual *attach a file" button because we are using the FTP to upload the files through back-end and linking the image through the front end. This way there is no table in the forum saying "attachment in post" they just click the image and it brings them to the download. NOW we want to LIMIT this option, so *registered users have the ability to download only "x" amount of files per hour/day..etc...along with a subscription membership to avoid the limit. ---there is a mod which limit's downloads for users through attachment, but we are avoiding the attachment button and just linking the image. The other thing is we want to HIDE all links on the forum, no right click anywhere, no links showing when mouse over image..etc...
