Custom WordPress Plugin - backlinks & onpage

I am trying to find someone who has already created a WordPress plugin that they can modify to accommodate my needs. I understand if you create this from beginning to end it is more expensive than if you already have something developed that you can modify. I don't likely have the budget for a new creation so I am hoping to find someone that has a WP plugin that can be modified or has already created this for someone else. I am interested in developing a WordPress Plugin that will find websites & blogs that are relevant to my "key words" that I control and add my url and in blogs potentially post something with it related to my clients websites. In addition, it can accept requests for links on my clients websites and automatically create them once we have approved them. I want this to be a plugin that can be used on any WordPress website. I would like it to report where my links are successful, active and inactive. I would like it to report dead links on my website that it is installed on
