Create A Lead Rotator

Our company needs a Lead Rotator created. We have numerous lead-generating ads on the web that have forms to fill out. There is a maximum of 10-12 fields, depending on ad. We currently capture this data and send it out by hand - we want to automate this process. We need software created, that we will own entirely, that can capture the lead data entered and send it to a master list, and also send directly to an email address off of a master list - each new lead information gathered will go to the next email on the list in a rotating fashion. So, for example, if there are 10 emails on the list, the the first data gathered will go to the first email on the list, the second to the second, the third to the third, etc. The eleventh set of data would go back to the first email on the list (as there are 10 total in this example), and so on. We would also need to pull various reports from the master data list as a way to verify what data was gathered and to whom it was sent, etc. Do not need any cosmetic design as this would be a back-end lead rotator system.
