Bulk Voice mails and Text Message sending tool using Twilio

I want to add a bulk voice mails and bulk text message sending tool using twilio. I have a website for real estate investors. At the website user will be able to use the tool. They will be able to 1. Upload phone numbers an optionally Name and other fields from excel and send SMS or voice to these numbers. Voice are uploaded and text are entered. Two different pages. 2. Save numbers and probably other fields to Phone Book with the ablity to edit this section 3. When user tries to send messages system counts how many money to charge from balance (we need to create rates). And if there is enough money to send it charges and processes. 4. Scheduled voice calls and text messages like they have entered their mp3/ wav voice mails uploaded phone numbers they want to send/ text and numbers and add a date and time. At the specific time their voice mails/ texts will be sent. Twiolio has API to build this. So this will be a easy task. Don't bid if you want more than $80
