Add new functionality to a simple website which uses a combination of java and asp

The website is a cooking/recipe website. It's built using categories of recipes and the ability to ad recipes if you have a user id. The user id functionality is incomplete and there is only a few user id's on the site. Recipes currently cannot be edited from the site but have to be edited from the ftp database manually. There is one banner on the site. What I want: * user functionality fixed so that anyone can make a user id; * user id's must be approved (ideally a email must be sent to the website's email adress where with a 1 click management, the administrator can approve the user id); * user functionality improved so that users can edit their own recipes they post directly on the site; * user functionality fixed so that a master user can fully edit all recipes on the site; * additional banner space created which would allow simple edits when a banner needs to be changed with little knowledge of java programming; * Replacing the current contact us webpage (which has a simple text with "contact as at: email@[login to view URL] ") with a text inputtable form that allows a user to enter comments and their email adress(if they want a reply back) and when pressing submit the information gets sent to the administrator's email box.
